In my opinion it is. There is nothing wrong with not revealing the truth, byt lying-misleading on purpose, is very wrong. If you don't want someone to know something just do not tell him that and do not allow anyone who knows it to tell him/her that. Lying can be justified only if it's your only way to achieve your goal or save yourself from danger. Everything thot someone knows should be the truth, he doesn't have to know a lot, but what he/she knows should be the truth, even if it's irrelevant.
